Context
A new Roles and Permissions system is being built for Partners. Under the Application Management section, there is a 'Start Application' permission that currently controls visibility of the Rocket icon in the header (which opens the Create Application modal). A decision is needed on whether this same permission should also gate the ability to resume an application from the Applicant Profile page, or whether resuming an application should remain accessible independently via the 'Manage Application' permission.
Should the 'Start Application' permission control both creating a new application AND resuming an application from the Applicant Profile for a Partner?

No — only the Create Application modal (Rocket icon) should be affected; the Resume Application link remains accessible to all users unless the 'Manage Application' permission is revoked
